Jay Kaplan has been the staff attorney for the ACLU of Michigan’s LGBT Project since it began operations in 2001. Among the issues he has been involved with include the transgender employment discrimination protections, access to health insurance coverage for medically necessary procedures to treat gender dysphoria and advocating for better access to accurate identity documents
